政府为什么认为电子烟有害？卫生和家庭福利部长会回答：
 
（a）政府是否知悉电子烟已在该国普及，若普及，是否知道对健康的危害？
 
（b）全印度医学科学研究所是否已发出有关电子烟有害影响的警告？
 
（c）若有，政府所采取的预防措施是什么？
 
（d）人们对电子烟的认识不足是否是其在该国越来越受欢迎的主要原因？
 
（e）如有，政府是否为提高国内人民对的电子烟认识采取措施？
 
这些是今天国会议员向卫生和家庭福利部长Ashwini Kumar Choubey提出的问题。她回答说，全印度医学科学研究所尚未发布任何有关电子烟有害影响的正式警告。
 
为了证明禁止电子烟的合理性，她在答复中说：“根据世界卫生组织的一份报告，电子尼古丁传送系统（ENDS）（也称为香烟）会加热一种解决方案，以产生一种气雾剂，这种气雾剂经常包含通常溶解在丙二醇或/和甘油中的调味剂。ENDS气雾剂含有尼古丁，尼古丁是烟草制品的成瘾成分。除依赖性外，尼古丁还可能对怀孕期间胎儿的发育产生不利影响，并可能导致心血管疾病。
 
世卫组织的报告还说，尽管尼古丁本身不是致癌物，但它可能起到“肿瘤促进剂”的作用，似乎参与了恶性疾病以及神经退行性疾病的生物学研究。胎儿和青少年尼古丁暴露可能对大脑发育产生长期影响，可能导致学习和焦虑症。证据足以警告儿童，青少年，孕妇和育龄妇女不要使用电子尼古丁传送系统和尼古丁。”
 
如果我们作为一个社会和一个国家关心我们的人民，则应禁止所有类型的香烟。根据部长的答复，禁止使用该产品的唯一原因是尼古丁的有害作用。如果是这样，为什么不禁止使用烟草卷烟？显然，电子烟对当地的卷烟制造商构成了威胁，其中有些接近裁决机构。
